Nope, I didn't come up with that one. Wish I had but it's not happening.

As an agricultural science major who worked closely with enviornmental science majors (many of who are on the over population kick) I know for a fact that there are indeed people who will completely forgo having children just because they think they're neighbor has too many. With western society advocating the limiting of the family to one or two kids and preventing the existence or killing off any other, because the world is considered to be over flowing with people, the logic that selling back guns is the right thing to do will make sense to quite a lot of people. Regardless of how little sense it makes.
If you want an example of of that philosophy look to Japan.
No culture has rebounded from something like that. When people stop reproducing themselves, they soon disappear.
