Do they have guys like this in Mexico? I mean ones that survive?

Reminds me of a story I heard years ago. In a little South Carolina town there was a cop wannabe who had flashing lights put on his truck. He stopped one of the locals and warned him not to speed. Once the local ascertained the nitwit (who he knew personally, it was that small a town) had no authority of any kind he beat the batcrap out of him.

Something to keep in mind if I'm stopped by an illegal alien anytime soon.

And yeah, I know enough not to be easily identifiable afterwards.
