From http://www.capitol.hawaii.gov/session2011/bills/HB432_.HTM, the official website of the state government of Hawaii comes an excerpt from HB432 which is currently making it's way through the state House of Representatives:
"§709- Sale of toy guns to minors prohibited. (1) It shall be unlawful to sell, attempt to sell, or offer for sale a toy gun to a minor under eighteen years of age...
So if I read this correctly, any kid buying a water pistol will be in deep kimchi.
